Department of Prizes and Betting Releases SIGAP Manual and Data Submission Model

Last Tuesday (6th), the Department of Prizes and Betting of the Ministry of Finance (SPA/MF) published the first version of the SIGAP Manual (Betting Management System). This document is essential for operators planning to enter the online betting market in Brazil. In its 75 pages, the manual provides technical information on how operators should submit data through SIGAP. It also defines the frequency of submissions, the formats to be used, the codes for each type of sport, and other rules that companies must follow.

According to the document itself, “The Betting Management System – SIGAP allows legal entities interested in obtaining a license to operate the fixed-odds betting lottery nationwide to submit the respective application, as well as enables betting operators to send data related to their operations to the Department of Prizes and Betting.” This system is available in a web environment, uses the internet as a communication medium, and employs appropriate resources to ensure the security of the data received from betting operators.

The files containing the betting data must be submitted daily, with the exception of the operators’ monthly report, by 6 AM the following day. “It is worth noting that the operator can submit files throughout the reference day, thus avoiding a buildup of traffic in a short time window,” explains the manual.

The document also defined the terms regarding the processing of the received files, which “will undergo two distinct phases: file structure analysis and analysis of the quality of the submitted data. The details of each phase of this process are provided in the API web manual made available by Serpro. It is important to emphasize that files will only be considered submitted by the operators after they have undergone these analyses.”

It is also important to remember that through SIGAP, operators must apply for a license to operate in Brazil, in a mandatory registration that involves submitting the necessary documents. In July, SPA/MF had already published a system access guide to assist companies with the functionalities of the SIGAP authorization module. Also available on the SPA/MF website is a spreadsheet that operators can use as a template for data submission.
